English Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a new study of municipal councils, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent said its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to raise council taxes next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both better provisions and financial savings,” said a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently further found local finances being stretched by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study found.
